Bob Vinson Bio

Bob Vinson has more than forty years experience in management consulting, business planning, information systems planning, design, construction, implementation, marketing and sales, and technology support. He has worked with over 100 companies to plan and implement effective business management and information solutions. Companies ranged in size from less than $1 million to more than $33 billion and included both public and private sector organizations. He has worked in and is familiar with several business sectors: municipal, county, and state government, commercial and retail banking, wholesale and distribution, retail, manufacturing, and oil and gas exploration and production among others. He has participated in engagements using a variety of methodologies and techniques.
Bob is also a trained group facilitator accredited by Leadership Strategies, Inc.
Mergers and Acquisitions Advisory
Worked with Litmus Consulting, a Houston-based technology commercialization company to raise equity capital for development and marketing of their rapid pathogen detection system, RAPID-B. Help coordinate the acquisition of a regional oil-field services business.
Business Consulting and Planning
Worked with Harrison County, MS, to assess county management performance and developed 19
recommendations for improvement based on published best practices including complete reorganization of the
County Administration.
Performed overall planning for the implementation and operation of a public/private sector partnership to
deliver welfare eligibility determination and enrollment services to the State of Texas.

Organizational and Process Consulting
Worked with the principals of a large law firm to help define and establish a customer-driven culture.
Designed and helped implement several major cost containment and case management processes.
Helped Ft. Bend Independent School District assess its current IT organization, identify performance and
management issues and plan improvement efforts.
Conducted business process improvement of the production scheduling and management process for
Trendmaker Homes.
Strategic Technology Planning

Worked with the City of Miami, Florida, to assess current information architecture and technology usage
throughout the City and recommended a 15-item agenda to reengineer Citywide information technology
infrastructure.
Worked with Harris County Appraisal District to produce a three-year enterprise-wide information
technology plan and to begin the implementation of the plan.
Helped the Texas Department of Human Services develop a program justification and a five-year plan to
construct and deploy a data warehouse and decision support system for 18,000 employees statewide.
Helped produce a three-year action plan for the implementation of the Southern California Intelligent
Transportation System Corridor.
Information Systems Design

Helped design statewide, automated child care management system for State of Texas using
client/server architecture and rapid application development techniques under the Navigator 2.1
methodology.
Has managed and participated in the production of applications for commercial general accounting, order
management, commercial loan processing, MRPII, asset management, and several other business
processes.
Technology Implementation

Managed the implementation of technology solutions in manufacturing, wholesale, retail, commercial
banking and public education organizations.
Marketing and Sales Local marketing manager and then U. S. national sales
manager for Wilson Computer Services, a well-known Australian manufacturer of software for DEC, Wang,
Prime and Tandem. Was marketing support manager for Unisys United States Division, sales district
resource manager, and acting District Sales Manager for Unisys National Energy Sales District and product
manager for the Unisys Hemisphere line of geo-imaging and document imaging products.
